Instruments, amps, effects pedals, etc. Anyone getting noise complaints from neighbors in their apartment?

Yes!!!!!!!!! old hags are always the first to complain, calling the wu ye and then the wu ye will knock your door, at one time the old hag forced herself to go in my house maybe to trash my speakers but shes not strong enough. headphones keeps the hag out.

Do you happen to live in Old Hag Gong Yu? Where do people practice around here?

Two places I know of.. One there are a number of shops on gulou dong dajie, and also nanluguxiang hutong.  That is just east of the bell tower.  These shops are very near Mao Live, and other small bars that feature live bands

One other place I would suggest is in Wangfujing.  There is a sporting goods market next to the Cathedral called Lisheng.  Anyhow, a good portion of it is also devoted to musical instruments.

I think it should be better to buy amps, effect boxes, cables on the Internet. I've bought a Vox Tone Lab ST processor on taobao for 1100 RMB, strongly recommend it if you dont need some modern metal high gain effects and wanna get most natural old school valve sound for that money. Unfortunately a guitar must be taken only after personal testing. If it's not a Gibson:)  Choosing Chinese fake guitar is a very bad idea, I discovered a problem with a humbucker in 3 days after buying a cheap fake guitar. Finally I paid in addition and took an Epiphone Les Paul Standard. The only Asian factory of Epiphone is located in China at Qindao, but you may be sure in a quality of this guitar. The model is widely spreaded in Bj musical shops and its price is about 3200-3500 RMB. I think that is a best choice for those who are going to play in traditional styles without any sound experiments
